The number one enemy of recruiters are assumptions:

If I assume that the next sales rep that I call will be smug, then I will probably miss out on a hire. (I have been recruiting sales reps for long and have never made that generalization).
If I assume that the next candidate I source off of the internet has already been called by twenty other recruiters and don't call them then I miss out on another opportunity.
When assumptions stand in the way of you sourcing it can lead to inactivity.
This is a personal business. "The people who are successful talk to a lot of people each day and establish rapport with most. "
